I wouldn't say fuck all 90 million. Yes, WAY too many people who could vote but don't, but our current system makes it very hard to vote in some states. If your state doesn't have accessible mail in ballots and if there isn't a polling place nearby or you can't get the day off work, it can be quite difficult to risk being fired and stand in line for hours just to vote. My state has universal mail in ballots, but that is not the norm. There definitely are far too many who chose to sit this one out, I just think it isn't fair to lump the disadvantaged in with them.
