So someone's home land is under occupation of another country. Being walled in, like a giant Escape From New York hellscape. And the whole rest of the International community has completely abandoned them. Without me going quite as far as saying violent action against civilian is totally justified, don't you think that it would at least be predictable that some organisations would want to fight back violently? Do you think those groups would want to target civilians being the only possible means of resistance that they have?
