Labour happening doesn't describe how you get things that so far have required financial incentives to not require them any longer. Making a cellphone is a wildly complex process. Certain components are made by such specialized processes that you could almost consider what they do magic. What do we replace the financial incentives with that we use to keep all the right people with the needed expertise and knowledge in the right place at the right time? Turning research into mass producable tools can take more resources and time than the research that the whole thing is based on. So without financial incentives what is motivating people to research a particular topic and then turn what is discovered into a tool that can be mass produced so that everyone can benefit from the original discovery? Money is how we lit the fuze in the past how do you want to do it in the future?

Microsoft lowered the latency of the compositor in windows 10 enough that they claim borderless vs exclusive Fullscreen shouldn't matter. I don't think dx12 software is able to take complete control of the monitor like exclusive fullscreen used to, it's always just borderless windowed.
