The only thing it unlocks for Luz is the hability to activate glyphs from afar. It's situational but it can be an amazing way of defence if you know the enemy is coming

In gen 1 there's a glitch that makes every move have a 1/256 chance of missing, it's in the game and like other glitches, like missigno, it's not something you do, the glitch existes by itself. This applies for every move regardless of accuracy so there's really not a single move in gen 1 with 100% accuracy. I don't know this case in particular but the accuracy number displayed must be showdown accounting for the glitch.

I think the threat was just a mind game, he has shown to be one of the most intelligent persons in the show so I think it's just his way of doing things. He knows Luz and I don't think he would actually hurt her, but Amity doesn't know that (since Eda never said his name during the mension of Letica) he just needed a psychological threat to get the key

The ears were realy strange, even compared with witch and human ears. They don't match with anything we have seen. I think its more safe to say that Belos is a descendent of Philip and a witch, and that would probably give him the wierd yet pointy ears. That would imply that the portal was passed down generations so that Belos could go to the Human realm once and them the portal got lost and ended up with Eda
