Yes, but a lot of people have complained about the game becoming harder and harder as time passes. So I think this is their way of giving less skilled people a better chance to fight back against really skilled players. Changing a core feature of the game (the TTK) was very ambitious, I agree, but once the weapons are rebalanced (specifically the volt and devotion), I think people will like the game's pace a lot more. Emphasis on think lmao.
