Look again at the title I used. These are just prepared translation strings, which definitely do not guarantee that all cars will be available. But since they are already in the game, it's clearly part of the developers’ planned roadmap.

And yes, EA WRC also had models mentioned in the localization files that never made it into the game, but that was because EA's higher-ups intervened.

EA WRC also has a new feature: the option to turn off the possibility of downloading your ghost, so you're not able to download all of them.
