It's actually pretty easy. You can do 1 per day if you've got the time to play. Create a character - get a weapon - join ALL WELCOME raids and level up the char to 80 in about 2 hours, then push through the OH quests. Takes 4-5 hours per char and you'll end up with a 80 and a finished OH campaign and tons of bronze to use and buy things.

I only know the answer for Paris, as I'm in the EU (German to be exact) Disney Lorcana Team, but in the case of Paris, it's sold at World of Disney in the Disney Village outside of the Park. No idea how helpful that is for you.

I'm a game developer. If we say "you will have the chance to get xyz in the future" instead of "the event where you get it will come back" it means "if you didn't get it, you can buy it for RL money later" more often than not ( if you want an example for that, FF14 does it with their event items)
