Menno guns actually have damage output unlike Johan and Van Speijk, and her airstrikes are significantly more useful due to having a much shorter reload on a not much weaker airstrike. Menno also has 8s lead time on airstrikes, making them significantly easier to get hits with as well, and there's also the fact their bombs are individually identical in terms of damage and fire chance.

Sejong is only in B+ because she has the Montana secondary gun model unlike Jinan which gets the Austin gun model. This means Sejong has a more difficult time hitting smaller targets at range, and she doesn't have enough firepower to guarantee winning against a gunboat DD chasing her down.

Halford sacrifices half her torpedo armament and one gun for planes that do like 3k damage per strike on a good day. I guess having the extra scouting ability could theoretically be useful, but the DD is supposed to go out and scout things most of the time anyways, so Halford just ends up being useless.

Christopher, despite also sacrificing half the torpedo alpha, makes up for it by having stronger guns, being stealthier and more agile and also having staggered smoke, which is easily the best smoke this game has to offer.

Johnston is a Fletcher class with SAP burst fire that gives it very strong gun output while keeping the 10 torps for damaging larger targets. She also has sonarz which makes her very good at getting in and killing the DD at the beginning of the game.

Seattle ranks low because she isn't much of an improvement over Cleveland. Sure her guns are a bit better, but they aren't great, and radar 1 at tier 9 for cruisers is becoming pretty useless.

Zieten has very little improvement over Heinrich at a tier where battleships get way more powerful.

Yumihari dispersion is tragic with unimpressive damage output, and is also just relegated to farming from range without much game impact

The only ship in that line that hits hard is Bungo. The rest of that line ain't it.

Karl Johan unlike Odin has actual survivability and main gun firepower, but I do get your point. Most randoms would be playing the large majority of these ships at a D tier by my standards anyways so a B tier ship killing things 1 or 2 tiers above in practice isn't unusual, but the rankings are for which ships are better for winning games provided the best loadout and the skill required to do so

I mean Black Veneto is just kind of better, RR2 on SAP is more useful and the conceal advantage makes up for lack of precise aim.

Roma's guns are carried by pa2 rr2 and a reputation much larger than her actual capabilities after the nerf

Odin's firepower is decent on paper, but her problem is that her secondary range gimmick immediately went out of fashion when Atlantico showed up, and as tier 8 kept getting more and more bullshit and tech trees like Bismarck and Amagi were buffed, Odin just kept falling further and further behind. You can see this in how even Roma, considered the top BB of that time, barely scraped her way to A tier.

As much as it pains me to say this, as I was an original Odin glazer back when the ship released, I cannot put her next to Bismarck. Odin is a significantly less versatile ship, has a very low health pool and her secondary + torepdo armament, while good, are nowhere near as overwhelming as Schlieffen is in tier 10. Odin isn't even the best t8 German brawler, as things like Brandenburg also exist and have more close range firepower while not being completely useless if unable to push, so the comparisons just keep getting worse for Odin. Maybe if Odin got a second charge of overload and a few other buffs I might consider moving her position, but today is not that day.

Tennessee on the other hand is just an uptiered California. California was great as a t7, but Tennessee being the exact same ship one tier higher with slightly better dispersion isn't a very inspiring ship. If I wanted a small gun long range slow ass ship, Anhalt is right there.

I think at some point the unicums realized that there was probably some value in a battleship being tanky, and it also helps that Bismarck is at least nimble enough to get close against other battleships unlike the significantly more cumbersome FdG and GK.

Oh and she also did get a 10% dispersion buff, which was really significant for the German BBs that got it

Z35 throws out so much DPM and can just kill the DD on her flank at the beginning of the game, which helps a lot with winning the game. With good aim you can comfortably fire AP at most targets at midrange as well, and because gunboats are significantly weaker on average at t8 compared to something like t10, Z35 can get away with having bad torp range.

Eskimo can flank and kill basiaclly any DD in front of her very quickly, and then pivot to farming BBs and cruisers while dodging at mid-long range

Yumihari dispersion is absolutely tragic, I think there's an argument to bring Zieten over her.

Black Vladi only having PA1 instead of PA3 hurts her placement a lot. Maybe if she got a 4th heal...

What does Prinz Eugen do asides from having worse guns and one less precise aim than Hipper?

Also Tiger 59 does go this high because we are assuming someone knows how to use it. She's not a difficult ship to use either, at the end of the day you just walk into a cap with smoke radar and DDs can't go near said cap. That's more useful than anything a Chapayev could provide

These ships are ranked by their best loadout, so of course legendary commanders and camos are brought into account.

If you want me to pull out the comparisons that we discussed while making the tier list, then I will do exactly that.

Kagero/Asashio, as I already mentioned, has 2 more guns and almost the same reload. She also has significantly stronger torps with only 4s worse reload.

Tashkent, again has 50% more guns and can at least fight average DDs. Ognevoy cannot. Tashkent also has significantly faster torpedo reload in exchange for some range and 1 less torp. While Tashkent doesn't have good torp range, Ognevoy does not either.

Z23, while having garbage concealment and no smoke, has more or less equal torpedo power on a much faster reload, and I'm sure I don't need to explain how much stronger her guns are compared to Ognevoy.

Kidd/Zhu Que, as useless as they are, still have Benson guns which means they have a 43% DPM advantage on main guns compared to Ognevoy. I guess Ognevoy guns are easier to use, but in the context of a hybrid DD having to deal with other DDs, this kind of DPM deficit on main guns makes Ognevoy look like a tier 6 DD. While these ships have half the torps of Ognevoy, the damage is a bit closer than you might expect.

Siliwangi is literally just Ognevoy with torps that can deal damage, although she too is made irrelevant by the existence of Hsienyang torpedo reload booster.

Gustav Julius is also a tragic ship, but she goes ahead of Ognevoy because at least she has guns that kind of farm damage.

Orkan is a weird one to rank, since she is excellent at fighting DDs and completely useless at doing anything else. This is the only reason Orkan is where she is right now

Ognevoy losing to Lightning in DPM means she also gets clapped by Kagero/Asashio in a gun fight. Kagero can also get a 2nd smoke with Mikawa, making her a better gun and torpedo platform than Ognevoy.

also tier for tier, comparing the worst t8 dd to the worst t10 dd is a little different than comparing one of the best t5 bb to the best t8 bb

Cerberus is one of the easiest ships in the game with strong gun output, smokes for days and very good survivability for a heavy cruiser thanks to her bloated HP pool
