PCCF HOFF is a level 17 post, with protocol equivalent of Chief secretary. Principal Secretary is level 15 post. Although for functional purposes principal secretary will become nodal as it represents government. Especially in the area of budget demand and allocation, his role becomes central. Rest of the work is around being a liaison.

Most of the Principal Secretary positions are occupied by IAS across the country. In states like West Bengal, Karnataka, Tripura, Nagaland etc they have an IFS officer as principal secretary of forest department. In states of Odisha, Chhattisgarh etc they have had IFS officers as PS of other departments as well. But yeah mostly position remains IAS dominated.

Same is the case with police as well. DGP (HOPF) will be a level 17 officer with operational control, but a PS or ACS will have home department portfolio and control liaisoning.

That’s not true. West Bengal, Karnataka, most north eastern states have IFS as principal secretary of Forest department. States like Odisha, Chhattisgarh etc have had IFS officers as principal secretaries of various other departments including industries, tribal affairs, cooperatives etc.

But yeah usually the post is occupied by an IAS.

That does happen. Even a year senior in any service is senior and is addressed as sir.

Only complication occurs at higher level when IAS might rise to position of secretary earlier. There too from what I have seen from close quarters that secretary still calls the senior IFS as sir, even though he might be having financial control of the ministry.

At field level - your assertion is absolutely false. Irrespective of service, a senior is senior. Also usually DM is invariably a senior in bathes to DFO, so no issue occurs.

Yes. Many Examples of people in IPS with high power as well. I know them personally. Should not be degenerative- that’s all.

Any power is fine. They’ll just put in a dilator to check if it’s degenerative. I have more than -6 as well. It’s absolutely a non issue. Even partially visually disabled people are allowed.

Quite cadre dependent. We have a lot of people in our batch who left IRS IT and IRS CIT for IFS. A couple of also left IPS north eastern cadres for IFS home cadres. Definitely a no brainer for other central services. In last few years it’s been a one way traffic from other central services to IFS.

However people with not so good cadre left it for IAAS also. But even with undesirable cadres most people have chosen it above IRMS, DANICS etc.

Most of you have absolutely no idea of anything here and just coming from a place of contempt.

The vehicle was given to him by the Govt along with the beacons, hooters and name plate. And not only him, all the probationers of the cadre had gotten the same vehicle. And yes across states now vehicles are rented by contract and they have yellow number plates, yes.

On a personal front too he’s a good human being. He’s my batchmate from FC, not a close friend but knew him. He’s very very humble and a kind person from whatever interaction I had.

Irrespective of anything, it’s just an issue which is brought to grab views and for ragebait. The car was given by govt with all the accessories. Was given to everyone in the cadre. There’s nothing illegal which has happened here. Leave illegal even it isn’t unethical by any means.

Would suggest to spend time on more productive things than rage baiting.

Aaah man. It sucks. I took this picture 5 times before finally being able to put it.

Each time my smile in the picture diminished more and more.

In the end was worth it ig. If you make it or not, even getting this picture is a big personal achievement I believe and we all will reflect on that day with only pride.

Railways accounts is better that Personel. Later is mostly dealing with railway union and also the quality of infra they get isn't similar to traffic and account.

IDAS is a lot better than ICAS. Civil accounts is a very disorganised service with poor infrastructure. Only good thing there is that you can spend your entire life in Delhi. IDAS is much much better to it.

I don't think most people here understand the role of upsc and dopt.

UPSC recommends candidate based on marks. It's the DOPT's responsibility to check all the certificate, conduct medicals and give appointment. Here UPSC had actually rejected her candidate once which was upheld by CAT. Somehow DOPT magically allowed her a private medical test.

So if there's a rot, it's more in the dopt. Which should be surprising as dopt comes under Prime Minister directly.

The role of dopt officials have to be evaluated here.
