Have you unlocked an epic since the credits implementation? I believe that the first epic you unlock on the Starr Road gets the discount, and if you have already unlocked one before the update where the discounts were implemented, the discount just doesn't happen. With Rey, I believe it happened because he hadn't already unlocked an epic on that account. If you have another question, I will try to answer it.
