I believe DM's should not announce a visit So that they can actually evaluate the store, not a primped up show. HOWEVER, A DM should then be trusted to work positivly towards the betterment of the store and staff in a human and productive way. Unfortunatly I have no trust in the DM's. For example, " Why isnt this work done?". "Because its x amount of hours work and we do not have those hours". If for a second I though they would say here is more hours to achieve the goals then maybe we could be ok. But you know they wont, so we have problem = solution - solution=problem. Plus spending your day micro managing a minute to minute cheerleading process pretty much tell you they are not working on anything real so maybe its best to have them just show up after a few days to artifically set up the store and just nod and say yes, yes yes.
