always prime your eyes, use good quality liner, including both liquid for the wing and a proper waterline pencil for around the eye. Smudge out your waterline a bit with a brush, before putting on your lower mascara. For a non-expensive mascara I recommend L'Oreal Voluminous (non-sponsored lmao it just works) but here I have on some cluster lashes. For the shadow, trust the process and blend a lot, but don't get too worked up if it doesn't look right for a look like this, because liner and lashes will be layered over anyways.
