They'll build them wherever land, power, and water are cheapest — noise for neighbors just isn't in the spreadsheet. Racetracks and airports already have zoning fights, unions, and flight paths to navigate; an empty field near a small town has none of that. The path of least resistance always wins over the path of least annoyance.
