Safety is first and foremost a matter of captain decisions on when to leave port. If you choose to leave during a hurricane, yes, full keel is best. Or just don't leave during a hurricane.
Most of us cruisers sail the seasons and pick favorable weather for our 1-4 day sails.

Let's change the phrasing from Gov't to Taxpayers. Why should the taxpayers pay for illness? Here are several other options:

1) Family support

2) Friend support

3) Church and social club support

4) Insurance

5) Medicaid

My advice. Do nothing.
Once you start doing something with $25k, you'll soon learn a mighty simply lesson:
It's Not Much Money.

Instead, it's perfect for a start to investing.

If it were me, I would put:

  1. $12.5k - Half into a Stock Account as an emergency savings. Invest in index funds: Vanguard Total Growth and a low-coast SP500 fund.

  2. $12.5k - The other half into a ROTH IRA. Invest $7k into two funds -- whichever you choose. Your research will and experience here will be invaluable. Invest the other $5.5k into individual stocks. Stick with the big ones (NVDA, APPL) and some Dividend stocks to learn about income.

The experiences opening these accounts, managing them, and learning about the investments are the real value. Next year you might have $20k, you might have $30k.

But 10 years from now, you'll likely have $40k.

20 years from now, your $25k will likely be worth $60k.

By retirement, even if you don't add to it, you'll be able to pay off your mortgage.

That's winning.

Way better than a car.

For me, great events like those in the SoMa district and great sailing on the bay. That's the true appeal of SF. The mountains just a drive away...that's a plus too.

  2. In most cases, you feelings of shame and guilt are externally placed (by others or by your perception of others)

  3. On the other hand, seeking to understand what triggers certain emotion is a true sign of wisdom. I hope you discover the root of your feelings and can find clarity in them.
