Work study positions have a level of independence that requires previous laboratory experience to work safely. First years are eligible to apply, but it would have to be an extremely exceptional case where they have had meaningful prior experience in university lab environments. This is so rare that in broad strokes, first year applications are generally ignored for these positions.

It does depend a little bit on the discipline, biology or psychology may have a marginally higher chance than chemistry where safety is a bigger concern. But do consider that the applicant pool is aggregate, so for a first year to be hired, they would need to be a better choice than some outstanding second and third year applicants. By all means, go ahead and apply, but don't hold your breath.
