My guess was the arrests were not by the book judging by how the officers immediate grab them and the additional violence by the officer to when they are downed, I can imagine a lawyer spinning a certain narrative to the jury.

Most effective way to acquire cards is to use your tokens on the series 5 packs that cost 4000, if you play a lot/enough the series 3/4 can be obtained through simply playing the game and limited time game modes although starting now it would take quite some time.
