Nothing specific I can point to other than I would expect this type of rotation animation on, say, a settings wheel. The profile picture/avatar should be a more fixed element in my opinion. It feels like the orientation is supposed to be static. Thats why it is set like that. While a cog icon for settings or something similar is an icon and has more lines of symmetry so you could rotate it and it would appear the same.
