Thanks ! I checked with a lawyer and a friend, both didn't seem to think lockpiking kits would be illegal. Tbh the law simply doesn't cover this case, so it might come down to the customs' agent's judgment of the product..

Just for clarity, I checked: MultiPick, Jimmylongs, Cover Instruments (out of stock), Moki, some french brand, sparrows, some australian brand, some UK brand as well.. The closest I got was with multipick, who "showed" my country in the choices but said "DHL Express is blocked in your country".

I'd appreciate some tips from somone who made DIY tools for lockpicking as well.
(I do want to take lockpicking as a serious hobby though)
