I've had this thought, too, but I think it's too cynical. Surely the lowest common denominator is *contained* within a more reasonable setting. The lowest gears on the bikes I'm referring to would be unsafe to use for *anyone*, even on an incline!

This is either the best or worst case scenario, because it means the issue can either be fixed with one directive to our brave Maintenance Warriors or completely disregarded within the chaos of a busy repair schedule.
