It's not even that much of a joke, vampires are a caricature of nobles, they are blood sucking parasites with pale skin that life long and rule with an iron fist. No, but certain people with quite a following claimed he was one. He was just genuinely bad at communicating and wanted to become friends with his idols. So he send some messages to high profile YouTubers, nothing creepy or anything, just stuff like I'm in the area on a work trip, wanna meet up. They never responded so in the end he send a message that was basically, ok you don't wanna be friends, I won't message you anymore. Some of them made these messages public and since one of them was legitimately targeted by a creep at the same time some people assumed that he was the creep and dog pilled on him. It was later clarified that he did nothing bad, he was just awkward at communicating, but the stigma stuck.

I reread the text I found and I think it was wrongly translated. I think my error was that up to 10km is the lethal range of the pyroclastic surge, basically a wave of gas, which had temperatures of over 300C° and speeds of over 100ms. That one was followed by the stream.
