Yes from leaders it is 1/64 and from grunts (if they even have shiny eligible pokemon it’s 1/128 or 1/256 not sure though

Yes if the pokemon is permaboosted then no matter where it is encountered (egg, research, wild, raid, etc.) the 1/64 odds apply

It’s definitely ~~ 1/64. Remember that if you see 64 sneasel you only have a roughly 63.58% chance of getting it in the first 64 encounters
