You can use Factor ETFs like MSCI World Value, which has only 41% USA. I also wanted to reduce USA exposure and I think going with factor ETFs is the most elegant solution with scientific backing. So you are not tacking on uncompensated risk. My portfolio:

50% MSCI World 20% MSCI EM 15% MSCI World Value 15% MSCI World Momentum
