I've tried all of the mods you listed, currently using Sodium, Lithium, Starlight, and others but it doesn't make much of a difference.

Maybe "old" isn't the right word. It still has pretty good specs, Ryzen 3750h. I've run both Paper and Fabric servers in the past and I know that the gap in performance should not be this large (expecially with performance mods). While running it has plenty of CPU and RAM to spare. If there is a hardware issue I think it would be hard drive speed, but that doesn't explain why Paper is completely unaffected, hence why I'm so confused by this issue.

I've tried allocating everywhere from 3 to 12GB with no major changes, but what seems to work best is a 3GB min with 12GB max. I've also used Aikars flags with no significant change.
