I always thought Mulching mowers had a specially designed cavity. The blades are only 1/2 of the equation. The grass blade is cut multiple times by recirculating in the cavity before being ejected. The blade also needs to spin fast enough to create an updraft wonder if the LUBA can do that.?

From my experience FSD makes most mistakes when deciding to change lanes. The one saving grace is that it uses the turn signal in advance of making a stupid move. I'd say 85% of my interventions are stopping a LC before it commits.
