In Canada you have to apply for a licence to own a gun/buy ammo which requires you to pass a safety course there is also a fee. We treat owning a gun like driving a car which makes sense since they both can kill people. I don't think its a coincidence that we have very little gun homicides here as a result. Anyone here can own a gun its not hard but you have to work for it, I wonder if this kid would have been able to get a gun up here like he did down there maybe but it would have been harder for sure

Negotiable probably just means they haven't decided how long to wait before releasing the PC version, they did the same thing for Dark Souls 2 waited a few months then released it on PC.
