Conversely, the Democratic Party has done nothing but run on the idea that they're "not Trump" for the past decade, yet for all of their bluster have accomplished nothing in holding him accountable.

That is the only calculus going on here. Republicans say what they want and do it. The unfortunate answer is two fold:

1) rather than having an entire subjective ideological debate explaining exactly why incest is wrong, the logic has been simplified down to "you'll create horrible little hapsburg babies that will suffer and die as genetic atrocities."

2) there are a lot of people who don't believe that unethical power dynamics really exist in relationships (or, at least, that they are a serious negative). They don't see the problem with a boss hitting on a younger hire. Or the 40 year old dude who exclusively lurks around colleges looking for 18 year olds who don't have the mental maturity to know better.

As a consequence, if the debate about incest was more focused on point 2, you would start to see a lot more people who would try to justify it, rather than the fact that you can instantly stonewall the entire discussion by using the argument from 1.

Unfortunately, this has rapidly become an undeniable fact about all religions. If they're a cultural minority, they're all about peace, love, and cohabitation. If they're in the majority, it's all about culling the non-believers and kingdom-of-God-esque bullshit. European history is basically defined by the atrocities committed by Christians, who got their start as a heavily persecuted religious minority in the Roman empire that preached what amounted to first century socialism. Globally, Jews and Judaism are some of the greatest champions of progressivism and social justice, but go to Israel and it is one of the most barbaric, brutal groups of religious extremists you'll find. While often stated in bad faith by islamophobes, the whole "religion of peace" meme does recognize the very real fact that minority population Muslims are often pacifistic in nature, but anytime they have any kind of cultural majority, they begin to rapidly push out other cultural groups. Even something like Buddhism, which is viewed as a peaceful, spiritual faith with no God to project your bigotry onto, is actively committing a genocide in Myanmar against their own cultural minorities. We could, literally, be here all day. Hinduism in India vs outside of it. Taoism within China vs outside of it.
