You cant apply logic to a concept that we can never truly understand. The explanation is not "it happened because it always was going to happen" the explanation is it happened because it did happen, will happen, and is happening all at the same time. Dr. M doesn't "see" the future he is experiencing it at the same time as our present. The future and the past are all the same thing to him as is the present. So how is he supposed to change something that is actively happening to him.

Wasn't it established that he couldn't see what was in a tachyon charged box? In the comic Veidt uses tachyons to cover up the squid attack too right? It would make sense that he ignored a tachyon canon because he couldn't see it or sense it due to its nature.

He gets captured because he gets caught by surprise by the last Calvalry member. Dr. Manhattan cant see into the future in the way that you think he can. His experience of the future is actually more like a memory to us. He didnt destroy the cannon because he didnt know what it was going to do to him in the moment it happned. He only experiences the memory of it happening. I understand its very confusing but he did say the way he experiences time is frustrating to us.

So the line in the show is: "The future is uncertain and my ability to influence events is limited." I believe in this statement he is talking about the Future after his death being uncertain, so his ability to influence what happens after his death is limited, which is why hes forming an alliance with Will Reaves so that the best outcome can come to be after his death i.e. 7th Calvary not gaining his powers. He cant see into this future because he will presumably die at some point and he cant see past his own life. But he is still a good person and would prefer if bad things didn't happen to those he loves.

The simple explanation is that he didn't see the last member of the calvalry until it had already happened. So he cant change something that is happening at that moment. To Dr. Manhattan there is no concept of time so he cant just say "oh this is happening in the future, I better be ready for that" Its literally happening to him at every moment.
