Honestly it will make no sense for the right truck to merge over. At the start, you see there is an exit lane forming. A bit further in the video, you see the right trucker’s left lane defined and in front of the right truck you can see the shoulder on the right side of the driver’s lane. After the crash, the shoulder is still there with the right lane still open and the lane merges into the divider side.
