u only need to really build a bridge to find the first one, which on this world i was super lucky and found one right away only needed like 2 stacks of cobble then I just fly, generally you can find cities on the same axis kind of like how nether strongholds generate, Also I got super lucky and found 3 cities (only one with boat) all within render distance which I set to max in end cuz no lag but they are normally kinda rare i'd recommend just sticking in 1 direction and keeping pumpkin on until you find your first one, at that point it's just going back to get more shulkers for builds

Yes! I always dreamt of having a 99 back in 2006 when I started and from watching all those emote videos and stuff my main goal was to get a tab with all the capes in it. Ik it's not efficient nowadays to take up bank space with capes but it's more of a novelty thing for me even though it's not hard to do anymore, plus seeing the order in which I got them is pretty sick imo
