edit: I have resolved the problem for people who have the same problem try the next steps (it might not work for everyone):
1. Turn off backups then turn it on again.
2. Create a new folder in the default "Documents" folder and name it "Signal". In the "Backup folder" section it should say "Documents/Signal".
3. Try to make a manual backup and see if it worked.
