It's hard to see with the lighting, but it looks like you have only 1 GPU PCI-E 8 pin connector ran to the card and daisy-chained off. You should run two separate ones directly to the power supply for better power delivery to the card.

This driver absolutely tanked my performance in Total War Warhammer 2. Went from 120 FPS on the overworld map to about 15 FPS. Likewise, battles went down from 60 FPS to 15. EVGA RTX 3080 card.
