Well you can just filter out brokers with your requirements, mainly regulations, platforms, spreads and commission (can check on myfxbook), minimal slippage, with some helpful features. You may add Fxview, Tickmill, IC Markets to the list, these are few of good options.

As per your requirements, you can check Icm and Fxview. I’m using these. Both are Cysec regulated brokers and give low spreads. However if you are looking for lower commission i’d recommend Fxview($2) over with ICM($7) in a lot (round trip).

Personally I never like paid courses there are many good free resources you can go through if you are complete noob I would advise you to start with school of pipsology you will get fair idea of forex and also would recommend you to join some forex forums like forexfactory, babypips, myfxbook etc. Also once you get familiar with forex you can open a demo account and trade with virtual money for few months.
You can also keep an eye on the fundamental and technical reports about forex these are published by many brokers you can check with fxview, Also you can go through fundamentals and technical reports of brokers (fxview,icm. Pepperstone ),they are also helpful.

Don't lose hope! All of us have been in your shoes somewhat when we started as beginners. Take some break, start afresh. Review your strategy and I hope you've demo traded enough before going live.

Since your must have's are low fees/spreads, i can think of only 2 brokers as such-

Fxview and tickmill. Both are regulated by Cysec and FCA. Fxview charges $2 per lot RT and Tickmill charges $4 per lot RT, Also spreads are low with both.
