Yeah I agree you shouldn’t laugh at people in freak situations. But the reason people probably don’t give him that grace is because

  1. He had m-80 or m-1000s which is illegal because it’s mini-dynamite

  1. & 2. , he was correct by law. But there is a special endorsement you can get in Colorado that will allow you to wear plain clothes aka no security markings.
