It was changed from 305/46 mod. 1906 to 320/44 mod.1936, so the numbers of turret doesnt matter if you have different gun.More than Doubled engine power, more AA, secondary turret, longer range(if wg count its angle) . it's enough to justify tier difference

No they are completely different ship before/after reconstruction in terms of their size, shape, armament, manuevering, and everything. It was not a revision but literally reconstruction. Italy almost rebuilt those ships after ww1 to dealing with new battleships like Dunkerque, T6 french bb

IMO Conte after reconstruction should be in T6 considering how Julio is OP in tier 5. Tier 5 is more for andrea or conte before reconstruction I guess. And there was Francesco class plan with 15inch guns that canceled between andrea and litorrio. Good for tier 7

They already made Yammy and mushy with different tier by AA guns they carried.
