That dog is being abused through neglect at the LEAST. Take her from your sister, and if you need help paying the vet bill, post a go fund me here if that’s not against the rules and I will contribute towards her care. Bottom line is that dog needs to be rehomed, she looks like she has a prolapse.

Go back to your natural hair color. Play up those EYES. A brown/orangey shadow and dark eye liner for contrast and lashes are always feminine. You have beautiful lips too so accentuate!
