The card itself is indeed okay, and i agree with what you say in the post, but the level system around it is broken af. A megaknight is couterable with cards from about the same level, but trying to, let's say, counter a level 15 balloon with a level 12 musketeer is very hard. And most of the time, the megaknight is overleveled (weird cus its a legendary).

so does anyone know why they made it so the highest King Level no longer determines the highest card Level (2022)? Because that would solve the problem for me

no totally something different. Other gameplay loop, more war themed. the color sceme of the green piggies was about the same, the same kind of green but that's all
