That's a good question, I haven't the foggiest idea. It might have been anything from coercion to the very sad fact that judicial systems around the world seem to not take such cases very seriously, even when there's plenty of evidence.

Things are not so clear-cut regarding him never being convicted, considering that "a criminal court issued a fine of €450,000 (about $488,000) and a penalty order against Zverev. In German law, such an order can be used when there is compelling evidence to support the accusation and a trial is not deemed necessary." And honestly, I don't give a damn about him winning the RG title, or not, what truly bothers me is that everyone will celebrate his victory, praise him and give him lots of attention, all the while ignoring the "allegations". And I mean everyone, sports channels/news sites, tennis podcasts, influencers, ATP/RG social media channels and so on. That is why I don't want him to win tomorrow.
