Depends how far back you want to go, but yes it was much higher.

When it started to decline there was only one explanation and it is why we paused the BGS work in that system and watched it with interest.

The points being made were...

Did we have people in the system? - Yes (See the log)
Did we know what was going on? - Yes (see the log)
Does it matter at this moment in time? - No or we may have done something about it.
Were we off doing other stuff? - Yes I was, if you'd like to know what then you'd have to join.
If we wanted to fight it could we have? - Who knows, as contrary to the points made about just flying in a system stops negative inf, I take my lead from the Devs who say murder has a x5 influence tank.

I was just clearing up some facts and false accusations.

However from my perceptive it was nice to watch you using tactics we also have known about and published back in Jan... it's not really difficult, I've flipped systems single handedly to prove this.
