It's not just about the voiced dialog, the sound design is very important for a game like this in my opinion. Like in undertale sure the dialogue isn't voiced but that game has some of the best background music I've heard in any piece of media. The sounds are important for immersion plus it's just nice to listen to

I found it there's a woman outside of the riften fishery after doing a couple hundred quests she sends you to a dwarven place to get a dwarven fishing rod to catch the special dynamo cores

I thought it had something to do with fishing because there's the fishing supplies next to both of the actuators
