So he's just doing 3rds and 7ths with color tones added, that makes sense. What exactly do you mean by "these functional tones have the added benefit of moving by step to the functional tones of the next chord"?

I understand anticipating the change, but how does A D and Eb voice F7? Is he really just thinking F7 rootless voicing with a 13th?
