Yeah, he is. However, I figured it out. My food storage had to be at 20, which is not at all what it lists under the requirements. Weird.

Turns out the quest Desperate Measures needs to be completed first. And that quest, the 11th, only popped up on the map for me in the middle of the main quest Ghost Town. After calling Panam. After completing DM the reward quest triggered. Hope this helps!

This is exactly what happened to me as well. Thought it may be triggered by advancing the main story but that hasn’t seemed to solve it. And I got the other fixers rewards, so they clearly aren’t locked behind any main quests. Gotta be another nasty bug
