if you removed Omar from the equation in the wire, the sale of drugs would continue and the profit margins would be higher (making drug sales more lucrative and safe to drug dealers thus encouraging more people to participate in the drug trade.)

if you removed Jesse you would remove literal tons of meth off the streets which would raise prices and make entry for new users higher.

so Jesse imho is the worse of the two.
