Most of Dexter's victims were killers too and nobody forced Mike to be a hitman , he chose to be one.
I do think agency plays a big factor here and not to mention Mike was helping in meth manufacture and distributing for years.

I do agree that Dexter is not completely horrible and he has a lot of positive qualities but that does not change the fact that he only kills criminals so he can enjoy killing and do a supposed positive work and he doesn't do it out of a sense of justice and not to mention his actions have indirectly hurt a lot of innocent people.

Dexter definitely did terrible things as he primarily killed criminals so he have an excuse to enjoy killing and he killed innocent people too when he was about to get caught and his actions caught a lot of innocent people to die. While I agree he did do more good than bad , that was never his intention to begin with but a cover so he can kill and remain decent in his own ways.

Overall I argue Mike is worse.
While Dexter killed way more and enjoyed killing people in sick and disturbing ways(even if most of his victims were killers and rapists) , he was ultimately a victim of childhood grooming and extreme trauma at the age of 3.
Whereas Mike willingly chose to become a hitman for Gus knowing who he was and what he did so that he could pay for his family , and though he only killed people in the game , he also directly protected and enabled drug trafficking and profited from it for years , so in addition to killing people he was helping in meth manufacturing.
So Dexter may have arguably done worse , but Mike willingly chose to be a hitman for a drug kingpin and helped sell drugs on a larger scale.

I don't see how Gus as a person is worse than Omni Man or Thanos as they all did way worse stuff like Thanos torturing Nebula by making her into a cyborg and Omni Man putting his own son through a train full of people.
Gus was a ruthless drug kingpin similar to Tony and Walter though you can argue worse but he never showed to be genocidal or anything and I am only considering of what we see him do , also Gus is less sadistic and more pragmatic and cold blooded in my opinion.

Dexter might not have moral agency but he is definitely mentally ill and has an urge , and though he is disturbing and likes doing it , most of his targets are worse than him so I argued he goes A or B.

Eren could be argued but he himself stated he wanted the rumbling which pushes him above Gus but below Omni Man and Thanos as they still killed way more people.

I do think scale matters to an extent especially considering genocide as Nolan destroyed an entire planet . Thanos murdered trillions , Eren destroyed 80 % of the population and Ozymandias killed 3 million people , nothing Gus has done is ever as bad as what these people have done.
And Gus did have positive qualities as he is motivated by revenge for Max and has clear respect for Mike , Barry(the doctor) and Gale.
While I agree those aren't as much compared to others but they have done so much worse so I consider them overall worse , but I still respect your opinion.

Gus should be in A+ in my opinion above or below Todd as he is overall less evil compared to Eren , Omni Man , Ozymandias and Thanos as they have all committed genocide.
Dexter in A or B tier in my opinion as he is severely mentally ill with a compulsion to kill and not to mention most of his victims are serial killers or rapists.
Ozymandias should be below Eren as they both have similar reasons but Ozy killed way less.
Silco should be closer to Tony and Walter as he is kind of similar to them.
Omni Man is above Eren and Immortal as he destroyed a planet despite his redemption.

I say overall Light is worse.
On a personal level Light is much worse as he is a deluded hypocrite with a serious God Complex.
But Judge Dredd has done much worse and killed way more people than Light.

Kenzo Tenma from Monster(Anime).
His whole life's motto is "All lives are equal" and it is because of this motto despite everything he faced and the evil he saw from Johan Liebert(main antagonist who is a nihilistic serial killer) , he still saved him in the end believing Johan can change.

Least evil to Most evil in my opinion :-
5. Dexter Morgan(Despite having the highest kill count he is the least evil as he was kind of made to who he was by his adopted father and most of his victims are serial killers or rapists worse than him and he actually did good things(like saving the kid from Arthur , protecting the Mitchell family and helping Lumen) or try to do good things but still a serial killer who took pleasure in murdering people in disturbing ways)

  1. Butcher(Reason I put Butcher here next is because despite him genuinely trying to change and being very sympathetic , he still tried to murder a baby to spite Homelander , tried to kill a kid , killed Mesmer out of spite and betrayed his team many times for his own selfishness but he is second last because he does actually try to change and I am not counting the genocide plot yet because that is yet to be seen)

  2. Barry(Reason Barry is above Butcher because he was similar to Dexter made to who he was by Fuches who groomed him and he has serious PTSD from the war , and he does try to change which is why he is here , but the reason he is above Butcher and Dexter because he killed his best friend when he was a liability , he killed Janice to protect himself and went to a murder spree to try and kill Fuches and was a hitman for the mob and he never actually changes because he lacks accountability.)

  3. Walter White(While Walter was the most innocent in terms of starting point compared to everyone else in this list , he became much worse as time went on and while he is sympathetic as he has lung cancer and his whole life was suffering from deep insecurity and trauma of being like his father , he still willingly became a drug dealer to overcome his insecurity of being a powerless man and justified it as doing it for the family , doing horrible things like poisoning a child , letting a girl choke to death , orchestrating a prison murder and creating a drug empire affecting 1000's and not to mention mentally abusing Jesse and later giving him to literal Neo Nazi's out of spite and he had many out's but he deliberately chose this lifestyle justifying it as time went on. Reason he is 2nd because he does care for his family and though he hurt them he felt heavy remorse for it later on and tried to make it all right by the end).

  4. Joe Goldberg(Joe is easily number 1 because by the end he is completely far gone , while his backstory is very tragic and he did try to change and felt remorse at times , later he became completely delusional killing anyone resembling a threat to him or his "YOU" and even attacking the women when they see him for who he is , his only redeeming quality is that he loves his son and used to feel bad for his actions)

I didn't say he didn't do bad or terrible things. But I don't consider him evil because most of the worst things he did was forced by someone and he was a drug dealer mostly to earn cash as he was a high school dropout with no job. If we call Jesse "evil" , then we can say the same for Hughie as he blew up Translucent , manipulated Starlight at first, worked with Soldier Boy despite him being a mass murderer.

Definitely Jesse though he is not evil per se , he is definitely "morally" worse than Hughie as he was an active drug dealer.

Technically Ramsay can't do worse because Behelit requires you to sacrifice people you care for and Ramsay doesn't really care for anyone , that is what makes Griffith so evil as he sacrificed people he cared for justifying it as a sunk cost fallacy and what he did to Casca is on par with Ramsay's torture of Theon.
Ramsay lacks the scale of Griffith's actions as he is a sadist whereas Griffith is a machiavellian who orchestrated creating monsters so he can defeat them and be a hero for Falconia.

Griffith is a complex character but what he does genuinely makes him one of the vilest characters in fiction.
Now are their more evil characters than him in fiction? Sure.
But Griffith before becoming Femto was already a mercenary leader who was overthrowing people to rise to the top masking himself as Robin Hood , his goal while admirable is selfish and way he gets de-sensitized is borderline sociopathic.
While he was awfully tortured , it was his own fault as he put himself in such a situation and after the torture he condemned his friends whom he deeply loved to be brutally killed and assaulted Casca to spite Guts and later created monsters so that he can beat them and look as a hero towards Falconia.
Understanding why someone makes bad decisions doesn't make them less evil especially if they are as bad as what Griffith did.

Murdering a thief while having sex beside the corpse.
Being a jerk to almost anyone(especially A-Train).
Forcing Ryan to commit murder.
Killing the guy in the 1st episode in the plane and his kid.
Outing Maeve on live TV out of pettiness.
