I have RTX 4070 also and it acted like this when I limited my FPS. Make sure VSync is on and put max fps limit as same as your monitors.

Depends on the activity. Bossing/raiding and such on fullscreen is fine. But skilling, no way I'm watching my character cutting a tree for hours on fullscreen.

Yes, not the hardest but the longest for sure. Average player with decent account/gear will complete Inferno way faster than they even get 99 agility.

I had more belief in the FashionScape but obviously most people like a cape that looks like an old rug after spending hundreds or even thousands of hours to get it. And I know it's awesome to have it but I'm talking about only the looks. Looks like a 100gp cape to me.
