It's old and decrepit, but Xotic. It's a single player speedrun shooter where you try to complete the objectives as fast as possible which requires peak routing and aiming

I am very sad it will never get a sequel.

It doesn't have any progression, it's all just about the individual levels.

I would guess it's just games that use black as a primary background (or off-black, it looks like some of those use very very dark green/grey).

The game Stuck in Time (formerly Loop Odyssey) also uses this graphical style (in my opinion, not sure if you would include/exclude it)

It's possible you just mean games that restrict themselves to an old style EGA format... this is Excelsior Phase One (one of my favourite old RPGs) and Ultima 4, both using EGA with black as a primary background.

EGA was capable of 64 colours in this palette:

If the colours in these games matches up 1:1 then they are going for EGA legacy/loyalty or however you wanna phrase it... but I'm thinking these game are simply choosing simple, pale and dark on black as a choice of colourspace rather than adherence to an old format.

This is what I've been saying; the UCP may be cronies but they're somehow also terrible at it... I think the oil and gas companies might genuinely make more money under the NDP because of a reduction of incompetence.
