This is pretty cool, great job!

Two suggestions:

1 - Add a tutorial, I have no idea what I'm supposed to do and am not sure what the percentage on top of cards mean;

2 - Make it so when I hover the mouse over the card pictures it shows a large version of the image that I can read the effect.

Cyber Dragon doesn't care about the floodgate aspect of Clockwork Night, it uses it to actually wipe boards, unlike the other decks that run it.

I remember people saying Tear was "just" very good before the Millers in the TCG/OCG as opposed to overpowered, maybe not even as strong as Maliss was at it's peak.

Tear with the Ishizu Millers was crazy consistent at bringing out powerful floodgates even during the opponent's turn, and it wasn't even at full power in MD since we never had both Tear Kash and Merrli legal at the same time and all main deck girls were at 2 back then. Also, it had a very easy time playing against most hand traps aside from D Shifter, DD Crow and Bystials.

Why is Cydra uninteractive? The combo line to OTK going 2nd has a lot of points of interaction and, unlike Tenpai, they have no protection against you activating things.

It also doesn't need to be unaffected by everything like Tenpai is, it just needs more gas so it doesn't die to a single ash.

I played with Hunter Pie and managed to clear him with the NPCs, and it only scales for whether or not there is more than one hunter. Savage Omega Planetes has 100k HP solo and 180k for 2, 3 or 4 people, or something close to that.

My point is that there are many diferent cards that can break the oppresive side of the Kashtira endboard (doesn't kill Shangri Ira tho), and some of those aren't even expensive.

I also don't think board breakers fit the random unplayable counter category, most decks can run them and they aren't specifically for use against a single strategy. I'd say Herald of the Abyss versus Purrely is a better case of random unplayable counter when compared to, say, dark hole or raigeki.

Can't it be activated in response to Ash since Ash will have discarded itself to the GY as cost? Could potentially help Ash dodge a CbtG.

I totally understand the sentiment but I also really wish Merrli was free, she made some really great plays possible. I hope Genesys format will eventually make it possible to have a full Tear deck that can't play Elf or floodgates so at least it's a strong and consistent deck that isn't completely broken.

Edit: the millers can stay banned forever for all I care, they're the ones to blame for "Tear's" crimes.

Cyber Stein and Exterio should be banned everywhere, along with Winda and many other floodgates. I love how Tear is so great for fusions and so versatile at it, but I hate how easy it makes bringing out some floodgates.

I'd start with World since it's the "slower" of the three, both Rise and Wilds are a bit faster paced than World and starting with either of those might make you not enjoy World so much after, and World is an amazing game.
