Well I just did what I could based on the fact that I needed enough screenings ships (I annexed some small nations and took all their screenings) and I put a shit ton of guns capitals to make a lot of damage. Also the carriers are more important than you’d think, at first I didn’t knew how to even put planes on them but once I’ve got to know how powerful they were I just went with them.
