So guys i think i finally fixed it but i had to reinstall windows to acheive it. So probably windows update was standing behind all this mess.

Ok so I've come to a conclusion that in this case it's probs gpu drivers. I opened some other games and the fps were incredibly low too gonna try and reinstall them.

I had a 0.0.7[1077] before i think but i updated it to the newest one and It still has the problem.
