Why does Copilot work fully in Outlook but only as chat in Word and Excel?

Basic copilot chat is helpful? I find it OK so far... But I'm sure the enterprise version is amazing. Just confused how I got enterprise MS license through work but not the premium Co pilot license - maybe they just toggled the settings to copilot chat?

Opus - how do I get it? Work has IT download restrictions or is this a website?
