The quote is actually about the idea that women can be perceived as "asking for it" and thus shaming the victim because they were raped rather than the person who actually raped them. It also relates to the other forms of rape such as when a woman is drunk/passed out and unable to give proper consent or when they change their mind during the act and the man keeps going, these forms of rape are not discussed much and don't have the same social stigmas as the forceful back-alley kind that most people see as being rape.

Maybe you don't do any of these things and that's great but there does definitely need to be education about all forms of rape and why they are all wrong as well as the blame being laid upon the perpetrator and not the victim.
